The National 13th Five-Year Plan outlines clearly that it is necessary to "accelerate the promotion of high-quality and efficient development of the service industry and carry out actions to accelerate the development of modern service industries." In January 2019, the Ministry of Commerce, the Ministry of Finance, and the General Administration of Customs and the relevant departments issued the "Guidance Catalogue for Key Development Areas of Service Outsourcing Industry (2018 Edition)", which included service design services in key development areas for the first time.

国家十三五规划纲要明确指出，要“加快推动服务业优质高效发展，开展加快发展现代服务业行动”。2019年1月，商务部、财政部、海关总署会同有关部门发布了《服务外包产业重点发展领域指导目录（2018年版）》，首次将服务设计服务纳入重点发展领域。

Under the trend that China's industry has clearly transformed from “manufacturing economy” to “service economy”, Academy of Arts & Design, Tsinghua University, as a research and education institution that shoulders the national innovation and development, is committed to promoting the research and innovation of service design in China. The transformation of industrial structure will inevitably lead to the transformation of design concepts. In order to integrate international resources and analyze the opportunities and challenges of China's service design industry, the Academy of Arts & Design Tsinghua University is jointly affiliated with the Service Design Network (SDN) and the Ministry of Commerce, and successfully held the "Tsinghua University Service Design Innovation and Development Seminar" on April 26, 2019 at the academy to discuss the cooperation of service design research institutions worldwide, and promote the integration and development of service design education and industry in China.

在中国产业明显呈现出由“制造型经济”向“服务型经济”转型的趋势下，清华大学美术学院作为肩负国家创新发展的科研教育机构，致力于推动服务设计在我国的研究与创新。产业结构的转型必然带动设计理念的转型，为整合国际资源，分析研判中国服务设计行业的机遇与挑战，清华大学美术学院联合国际服务设计联盟（SDN）与国家商务部相关机构于2019年4月26日在清华大学美术学院成功召开了“清华大学服务设计创新与发展研讨会”，探讨国内外服务设计研究机构合作方式，促进中国服务设计教育与产业的融合发展。

The seminar was hosted by Academy of Arts & Design, Tsinghua University, undertook by Health Care & Service Design Research Center of Academy of Arts & Design, Tsinghua University and Service Design Network Beijing (SDN Beijing). Zhang Yingying, Executive Director of SDN Beijing, hosted the meeting. The representatives of Tsinghua University at the seminar included Fang Xiaofeng, deputy dean of Academy of Arts & Design, Tsinghua University, Wang Guosheng, director of Health Care & Service Design Research Center of Academy of Arts & Design, Tsinghua University, and experts from the School of Architecture, Tsinghua University and the Institute for Data Science, Tsinghua University. Invited guests at the seminar were Niu Liying, Director of the Comprehensive Department of the China Service Outsourcing Research Center of the Ministry of Commerce, Zhang Yufeng, China State Construction Engineering Corporation, Song Weizu, Deputy Secretary General of the Beijing Municipal Political Consultative Conference, Cheng Jing, member of National Committee of the Chinese People's Political Consultative Conference and chairman of Zhongguancun Intelligent Manufacture Street, and Chen Dongliang, Director of the Beijing Industrial Design Promotion Center. Xing Lei, Secretary-General of Beijing Dragon Design Foundation, Yu Huan, Secretary General of Beijing Design Association, Du Xiaomin, CEO of Architecture & Design Co., Ltd., and experts and scholars of international organizations such as Birgit Mager, president of Service Design Network (SDN) and representatives from Tesla Group.

本次研讨会由清华大学美术学院主办，清华大学美术学院健康服务创新与设计研究所和国际服务设计联盟（北京）承办，研讨会由国际服务设计联盟（北京）执行主任张盈盈主持。本次研讨会的清华代表有清华大学美术学院副院长方晓风、清华大学美术学院健康服务与创新设计研究所所长王国胜和清华大学建筑学院、清华大学数据科学研究院的有关专家。研讨会邀请嘉宾有商务部中国服务外包研究中心综合部部长牛丽颖、中国建筑设计集团张宇峰、北京市政协副秘书长宋慰祖、全国政协委员中关村智造大街董事长程静、北京工业设计促进中心主任陈冬亮，北京光华设计发展基金会秘书长邢雷、北京设计学会秘书长于欢、构易建筑设计有限公司董事长杜孝民、国际服务设计联盟（SDN）主席Birgit Mager和特斯拉集团等国际机构的专家学者、企业代表和行业相关人士。

The seminar focused on three themes:

1) China's service design innovation and international simultaneous development.

2) Create a cross-domain research and innovation engine for China's service design.

3) Promote the integration and development of China's service design industry.

研讨会主要围绕三个主题：

1）探讨中国服务设计创新如何与国际同步发展；

2）如何能打造我们中国服务设计跨领域研究创新引擎的落地；

3）如何促进我们服务设计的在产业中的融合与发展。

Fang Xiaofeng, deputy dean of Academy of Arts & Design, Tsinghua University, said in his welcome speech: Service design is an inevitable trend of contemporary design development. From theory to method, it has a relatively complete system, which is different from traditional design theory and design method. Service design will become a new growth point for design, with great application prospects, and requires the support and efforts of all the relevant fields. In order to promote China's service design education and talent training, the Service Innovation and Design Thinking Training Course of Academy of Arts & Design, Tsinghua University has been officially established at Tsinghua University. As an educational and scientific research institution that shoulders the national innovation and development, Academy of Arts & Design, Tsinghua University will jointly promote the international service design resource platform and lead the disciplinary development and academic research of service design in China. The seminar coincided with the call for experts and scholars from different fields to contribute ideas and jointly promote the integration of China's service design industry, innovative research and international cooperation.

清华大学美术学院方晓风副院长在欢迎致辞中表示：服务设计是当代设计发展的必然趋势，从理论到方法都具有了相对完备的体系，不同于传统的设计理论和设计方法。服务设计将成为设计新的增长点，应用前景广阔，需要各行各界的共同支持与努力。为推动中国服务设计教育与人才培养，美术学院“服务设计创新思维高级研修班”已在清华大学正式立项。作为肩负国家创新发展的教育科研机构，清华大学美术学院将联合国际服务设计资源平台，共同推动并引领服务设计在中国的学科发展与学术研究。此次研讨会恰逢其时，呼吁来自不同领域的专家、学者献计献策，共同推进中国服务设计产业融合、创新研究和国际合作。

Mager Birgit, president of Service Design Network (SDN), introduced the development trend and global influence of international service design, especially how Ireland, the United Kingdom, Germany and other countries use service design concepts and methods to carry out innovative projects in the field of public services, and service design exploration and practice in the fields of finance and public health. She pointed out that Tsinghua University is the first university in China to offer service design education and is a pioneer in service design education in China. In the future, the importance of service design may be equivalent to other design fields such as industrial design. Future service design education will establish an extensive network, which covers both management and computer science, we have to learn the role of design in it. Therefore, we can't limit ourselves to the walls of industrial technology. We must break through the barriers and contact more departments to promote the communication of service design.

 国际服务设计联盟（SDN）Mager主席介绍了国际服务设计的发展趋势和全球影响力，特别是爱尔兰、英国、德国等国家如何运用服务设计的理念和方法在公共服务领域开展创新项目，以及服务设计在金融、公共医疗等领域的探索实践。她指出：清华大学是中国首批开设服务设计教育的大学，是中国服务设计教育先锋。在未来，服务设计的重要性可能与工业设计等其他设计领域等同，未来的服务设计教育会建立一个广泛的网络，它同时涵盖经管、计算机技术等方面，要学习设计在其中所扮演的角色。所以我们不能将自己仅限于工业科技的墙内，要打破隔阂，联系更多的院系来共同推动服务设计的交流。

Wang Guosheng, director of Health Care & Service Design Research Center of Academy of Arts & Design, Tsinghua University, reviewed the development of service design in China: from the preparation of the service design course in 2008 by the Tsinghua University to the establishment of SDN Beijing in 2012 and reaching out international academics; in 2016, China Service Design Education Alliance and Beijing Design Association Service Design Committee was established, and the Shenzhen Service Design International Forum was held. In 2017, the Service Design and Sharing Economic Forum was held in Academy of Arts & Design, Tsinghua University. In 2018, the Red Star Original Award was established. Red Star Award, Beijing Design Week, China Dragon Design Foundation jointly promoted service design concept and the Ministry of Commerce, the Ministry of Finance, and the General Administration of Customs jointly published the “Guide Catalogue for Key Development Areas of Service Outsourcing Industry (2018 Edition)”, which included service design services in key development areas for the first time. He said that service design thinking broadens the vision of traditional design and will play a huge role in the innovation of products, services and corporation strategies, as well as government public services and management theory. At the same time, service design is value-oriented and interdisciplinary integration. Unlike technology-oriented products, the cultural contexts between China and the Western world are very different. We must have full confidence that China's service design will definitely develop its own characteristics and path.

清华大学美术学院王国胜的发言回顾了服务设计在中国的发展历程：从2008年清华美院筹备开设服务设计课程到2012年成立国际服务设计联盟（北京）与国际学术接轨；从2016年中国服务设计教育联盟发起、北京设计学会服务设计专委会成立以及深圳服务设计国际论坛举办，2017年清华服务设计与共享经济论坛和2018年为红星原创奖制定奖项规则到2018年，红星奖、北京设计周、北京光华设计基金会力推服务设计概念和商务部、财政部、海关总署会同有关部门发布了《服务外包产业重点发展领域指导目录（2018年版）》，首次将服务设计服务纳入重点发展领域。他表示，服务设计思维拓宽了传统设计的视野，对产品、服务到企业战略各个环节乃至政府公共服务和管理理论的创新都将发挥巨大作用。同时，服务设计是以价值为导向的跨学科的融合，与技术导向的产品不同，中国和西方的文化语境存在很大不同，我们要有充分的自信，中国的服务设计一定能走出跟西方国家不一样的路径。

Niu Liying, Director of the Comprehensive Department of China Service Outsourcing Research Center of the Ministry of Commerce, introduced the development of China's service outsourcing industry. China's service outsourcing has gone through more than a decade of development. Great changes have taken place in the connotation and extension. High-end development, cross-field cooperation to enhance the value of the entire enterprise and products, and propose a total solution. This year, the Ministry of Commerce introduced the service outsourcing key area guidance catalogue to include service design, which is a new starting point for the whole industry and service outsourcing field, and also provides a good mechanism and platform for promoting service design. The research center hopes to discuss with colleagues to clear the service design theory from the perspective of policy research, and work together to promote industrial development and industrial upgrading.

商务部中国服务外包研究中心综合部部长牛丽颖介绍了中国服务外包领域的发展，中国的服务外包已经走过了十多年的发展历程，在内涵和外延都已经发生了很大的变化，需要向高端化发展，跨领域合作提升整个企业和产品的价值，提出整体的解决方案。今年商务部出台的服务外包重点领域指导目录中把服务设计纳入进去，对整个产业和服务外包领域来说是一个新的起点，也为推动服务设计提供了一个很好的机制和平台。研究中心希望跟给为同仁一起探讨，从政策研究的角度将服务设计理论更加清晰化，共同为推动产业发展和产业提升而努力。

During the seminar, Chen Dongliang, Executive Director of the China Design Red Star Awards, gave a speech titled “The Integration and Development of China Red Star Award and Service Design”, and proposed that the current domestic environmental development trend is moving closer to the field of service design. The relevant departments are all interconnected. Cheng Jing, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of Zhongguancun Intelligent Manufacture Street, talked about the importance of service design to China's scientific and technological innovation and industrial transformation. She believes that service design is a cross-border integration, an interdisciplinary combination, the high-tech industry cannot be simplistic and must be fully developed. Only through the formation of alliances and platforms in the industry can we better promote the innovation and development of enterprises.

研讨会中，中国设计红星奖执行主任陈冬亮做了主题为“中国红星奖与服务设计的融合与发展”的发言，提出现在整个国内的大环境发展趋势都在往服务设计这一领域靠拢，各有关部门都在互联互通。全国政协委员中关村智造大街董事长程静谈了服务设计对中国科技创新和产业转型重要意义，她认为服务设计是一种跨界融合，是一种跨学科的组合，现阶段单一的设计没有联成体系，高科技产业不能单一化，要全面发展。只有通过产业形成联盟和平台才能更好的推动企业的创新与发展。

Xing Lei, Beijing Dragon Design Foundation, Zhu Ning, Deputy Dean of School of Architecture, Tsinghua University, Yu Huan, Secretary General of Beijing Design Association, Wang Jia, Director of D-LAB Cooperation Development, Institute for Data Science, Tsinghua University, Luo Na, Vice President of China Construction Urban Planning and Development Co., Ltd., and Du Xiaomin, CEO of Architecture & Design Co., Ltd., also talked about their ideas from their respective industry fields, and made suggestions for the integration of industry, education, research and research.

北京光华设计发展基金会秘书长邢雷、清华大学建筑学院院长助理朱宁、北京设计学会秘书长于欢、清华大学数据科学研究院D-LAB合作发展负责人王嘉、中建城镇规划发展有限公司副总经理骆娜、北京构易建筑设计有限公司总经理杜孝民等嘉宾也分别从各自的行业领域结合服务设计谈了观点和想法，为我国服务设计产学研融合发展建言献策。

At the entrepreneurial ceremony of the training program, deputy dean Fang Xiaofeng presented an international expert appointment letter to Birgit Mager, Persident of Service Design Network (SDN). At the same time, Academy of Arts & Design, Tsinghua University and the Service Design Network (SDN) signed a memorandum of strategic cooperation. The two sides will conduct in-depth cooperation in service design academic research, international academic exchanges, and international training certification.
